H.R. 3924 would direct the Departments of Agriculture, Homeland Security, and the Interior to conduct a quadrennial review of the wildfire environment in the United States and to submit their findings to the Congress. The first review would be due within a year of enactment. As part of the review, the departments would:
Project wildfire challenges facing the country over the next two decades;
Identify compliance with wildfire-related recommendations issued by the departments’ inspectors general, the Government Accountability Office, and Congressional commissions; and
Recommend legislative and administrative changes that would help address the significant wildfire challenges over the coming decades.
Using information about the cost of similar reviews, CBO estimates that implementing H.R. 3924 would cost $2 million over the 2026-2031 period. Any related spending would be subject to the availability of appropriated funds.
