H.R. 3420 wouldamend numerous federal statutes to replace terms such as “mentally retarded” or “mental retardation” with terms such as “individuals with intellectual disabilities” or “intellectual disability.” The bill would clarify that the new terms are equivalent to those in existing regulations and that the amendments would not change any legal rights or program eligibility and requirements.
Because the bill would make nonsubstantive changes to existing laws, CBO estimates that the cost to implement H.R. 3420 would be insignificant. Any related spending would be subject to the availability of appropriated funds.
