H.R. 4332 would extend the Young African Leaders Initiative (YALI) for five years, would direct the Department of State to establish at least four regional leadership centers in Sub‑Saharan Africa, and would require the department to report to the Congress on its implementation of the initiative.
YALI was established administratively in 2010 to support young African leaders in the areas of civic engagement, business, and public management. According to the State Department, a total of $35 million was allocated for the program in 2026. CBO estimates that extending funding for YALI at that level, including adjustments for inflation, for the next five years would cost $102 million over the 2026-2031 period.
Additionally, CBO expects that the department’s workload would increase by the equivalent of two full-time employees to staff the new regional leadership centers. Using information from the department about the cost of overseas foreign service officers, CBO expects that operating the regional leadership centers would cost $7 million over the 2026-2031 period.
Using information about the costs of similar reports, CBO estimates that satisfying the reporting requirement in H.R. 4332 would cost less than $500,000 over the 2026-2031 period. Such spending would be subject to the availability of appropriated funds.
For this estimate, CBO assumes that the bill will be enacted in fiscal year 2026, that lawmakers will appropriate the estimated amounts, and that spending will follow historical patterns.
The costs of the legislation, detailed in Table 1, fall within budget function 150 (international affairs).

On May 26, 2026, CBO transmitted a cost estimate for S. 2236, the Young African Leaders Initiative Act of 2026, as reported by the Senate Committee on Foreign Relations on February 10, 2026. H.R. 4332 would require the Department of State to establish regional leadership centers in Sub-Saharan Africa. S. 2236 lacks that requirement, and CBO’s cost estimates for the two versions reflect that difference.
