S. 277 would direct the Department of Agriculture to release the federal government’s reversionary interest in 0.62 acres of land within the Chickasaw State Forest in Henderson, Chester County, Tennessee. The bill also would direct the Forest Service to convey the associated mineral interests to the state. The state would be responsible to cover any costs to the federal government related to releasing that interest. Those actions would resolve an encroachment identified by a recent survey, which found that a portion of a church extends onto the parcel of land the federal government previously conveyed to the state.
That land does not generate federal receipts and the department does not expect any future receipts from mineral leasing. On that basis, and because the State of Tennessee would cover the cost of implementing the bill, CBO estimates that enacting the bill would have no effect on the federal budget.
The CBO staff contact for this estimate is Emma Uebelhor. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.
