H.R. 6698 would require the Board of Veterans Appeals (BVA) to include additional information in its annual reports to the Congress and to post information on a VA website. BVA is a component of the Department of Veterans Affairs (VA) that hears appeals on matters affecting VA benefits.
Under the bill, BVA would report annually on pending cases that were not disposed of during required time frames, and on pending cases that the board remanded to the Veterans Benefits Administration for reconsideration.
The bill would also require BVA to publish on a VA website the appeals cases that have been assigned to the board for a decision during the upcoming week and the date on which those appeals were filed with the board. Each weekly notice would include a disclaimer that an assignment does not require the board to issue a decision in that week.
Because BVA already has the information that would be required for the annual report and the weekly notices, CBO estimates that satisfying those requirements would cost less than $500,000 over the 2026-2031 period. Any spending would be subject to the availability of appropriated funds.
