S. 2 would directly appropriate amounts for Customs and Border Protection to hire, pay, train, and equip personnel; procure and maintain new technology; and perform other activities related to border security, and for Immigration and Customs Enforcement for personnel-related expenses. The legislation also would directly appropriate amounts for the Department of Homeland Security for those same purposes.
CBO has not reviewed S. 2 for effects on spending subject to appropriation. We estimate that enacting the legislation would not affect revenues or increase on-budget deficits in any year after 2035.
