H.R. 8289 would encourage the Bureau of Industry and Security (BIS) to make a decision on whether to approve an application for export licenses within 90 days of receiving the application. The bill would require BIS to notify applicants of the status of their application if the agency has not reached a decision within 120 days of submission. The bill also would require BIS and the Government Accountability Office to report to the Congress on the effectiveness of efforts to shorten the timeline for reviewing applications.
On the basis of information about the costs of similar notification and reporting requirements, CBO estimates that implementing H.R. 8289 would cost $1 million over the 2026-2031 period. Any spending would be subject to the availability of appropriated funds.
The CBO staff contact for this estimate is Aldo Prosperi. The estimate was reviewed by Christina Hawley Anthony, Deputy Director of Budget Analysis.
