H.R. 4920 would direct the Bureau of Industry and Security, an agency of the Department of Commerce, to modernize its information technology systems with technology that enhances productivity, improves cybersecurity, and facilitates data sharing with outside entities. The bill would authorize the appropriation of $25 million per year over the 2026-2029 period for that purpose.
For this estimate, CBO assumes the bill will be enacted in fiscal year 2026. On the basis of spending patterns for similar requirements to purchase information technology, CBO estimates that implementing the bill would cost $99 million over the 2026-2031 period; additional outlays, totaling less than $500,000, would occur after 2031. Such spending would be subject to the appropriation of the authorized amounts.
The estimated budgetary effects of the legislation are shown in Table 1. The costs of the legislation fall within budget function 050 (national defense).
