H.R. 7654 would direct the Bureau of Global Health Security and Diplomacy in the Department of State to consolidate several Congressional reports into one annual report to be submitted not later than September 30th of each year. The bill would require the annual report to contain all the statutorily required information.
Because H.R. 7654 would neither eliminate nor modify any of the analytical requirements of those reports, CBO expects that any savings by consolidating them into a single report would be minor. CBO estimates that implementing H.R. 7654 would reduce costs by less than $500,000 over the 2026-2031 period. Any resulting savings would be subject to appropriations action consistent with the reduction in the number of individual reports.
