H.R. 4642 would require the Department of the Treasury and the Office of Management and Budget to report annually on the fiscal effects and risks of government responses to certain events such as natural disasters, wars, and recessions. The bill also would require the Government Accountability Office to report to the Congress periodically about the methodology and results of that annual fiscal assessment.
Based on the cost of similar reporting requirements, CBO estimates that implementing the bill would cost less than $500,000 over the 2026-2031 period; any related spending would be subject to the availability of appropriated funds.
The CBO staff contact for this estimate is David Rafferty. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.
