H.R. 7632 would require the Secretary of State to designate a senior official who would coordinate the Department of State’s work to protect the United States and its allies against hybrid warfare activities such as cyber-attacks, economic coercion, and attacks on critical infrastructure. The bill also would require the department to provide several reports to the Congress on the following topics:
How the newly designated coordinator will support the U.S. government’s efforts to address hybrid warfare;
The state of hybrid warfare and actions by the U.S. government and its allies to mitigate the risk thereof; and
Chinese entities that support Russia’s defense industrial base.
On the basis of information about the costs of similar diplomatic and reporting requirements, CBO estimates that implementing H.R. 7632 would cost less than $500,000 in each year and total $1 million over the 2026-2031 period. Any spending would be subject to the availability of appropriated funds.
