H.R. 7630 would prohibit any federal department or agency from taking any action that implies recognition of any claims of sovereignty over the South Ossetia and Abkhazia areas within the Republic of Georgia. It also would establish, as U.S. policy, recognition of the Republic of Georgia’s exclusive sovereignty over those regions. The federal government considers South Ossetia and Abkhazia to be part of Georgia; therefore, CBO estimates that enacting H.R. 7630 would not affect the federal budget.
