H.R. 7616 would require the Department of State to submit to the Congress a strategy to identify and mitigate risks to U.S. foreign policy interests arising from European institutions that maintain relationships with certain military, scientific, and technological entities affiliated with the People’s Republic of China. On the basis of information about similar requirements, CBO estimates that implementing H.R. 7616 would cost less than $500,000 over the 2026-2031 period. Such spending would be subject to the availability of appropriated funds.
