H.R. 2504 would require the Secretary of State to develop and submit to the Congress a strategy to strengthen cooperation between the United States and Europe in nuclear energy and to counter Russia’s malign influence in the European nuclear energy sector. The strategy would examine different technologies, reactor designs, and fuel cycles to determine whether they could reduce or eliminate Russia’s market share in nuclear power markets.
On the basis of information about similar reporting requirements, CBO estimates that implementing H.R. 2504 would cost less than $500,000 over the 2026-2031 period. Such spending would be subject to the availability of appropriations.
