CBO’s Recent Publications and Work in Progress as of March 31, 2026

All years referred to in describing the budgetary effects of changes in the economy are federal fiscal years, which run from October 1 to September 30 and are designated by the calendar year in which they end. Years referred to in describing estimated changes to the economy are calendar years.

To provide Congress with a comprehensive review of its work, the Congressional Budget Office publishes quarterly reports that highlight the agency’s recent publications and summarize its work in progress.1 Over the past three months, CBO has produced a variety of budget and economic analyses, fulfilling the agency’s mission of supporting Congress during each stage of the legislative process. The agency’s work takes many forms, including technical assistance to committees and Members when they are crafting legislation, cost estimates of legislation, testimonies, reports, and other analytical products.

Recent Cost Estimates

Through its technical assistance and cost estimates, CBO provides Congress with information about the effects of proposed legislation on the federal budget. The agency is required by law to prepare a cost estimate for nearly every bill that is approved by a full Congressional committee of the House of Representatives or the Senate. The agency publishes cost estimates at other stages of the legislative process, too, if requested to do so by a relevant committee or by Congressional leadership. CBO also estimates the budgetary effects of bills scheduled to be considered under suspension of the rules in the House, a procedure sometimes used to consider legislation on the House floor in an expedited manner.2

This past quarter, the agency published 263 cost estimates, including the following:

  • A cost estimate for H.R. 2102, the Major Richard Star Act, which would permit Chapter 61 retirees—service members who have retired from the armed forces because of a disability—to receive the full amount of both their military retired pay and their veterans’ disability compensation;
  • A cost estimate for H.R. 7008, the Stop Insider Trading Act, which would prohibit Members of Congress and their spouses and dependent children from buying certain financial assets while the Member is in office;
  • A cost estimate for H.R. 2641, the Day 1, Dollar 1 E-Verify Act, which would require all federal contractors and their subcontractors to use E-Verify, a federal web-based system that allows public- and private-sector employers to confirm that newly hired employees are eligible to work in the United States;
  • A cost estimate for S. 3249, the Strategic Subsea Cables Act of 2026, which would direct the Administration to protect the global network of undersea fiber-optic cables and other critical undersea infrastructure;
  • A cost estimate for H.R. 7148, the Consolidated Appropriations Act, 2026, which would provide full-year appropriations and authorities for fiscal year 2026 for agencies covered by 3 of the 12 annual appropriation acts;
  • A cost estimate for H.R. 7006, the Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act, 2026, which would provide full-year appropriations and authorities for fiscal year 2026 for agencies covered by 2 of the 12 annual appropriation acts;
  • A cost estimate for S. 2975, the PIPELINE Safety Act of 2025, which would reauthorize the pipeline safety programs of the Pipeline and Hazardous Materials Safety Administration through 2030;
  • A cost estimate for S. 836, the Children and Teens’ Online Privacy Protection Act, which would amend provisions of the Children’s Online Privacy Protection Act to establish new protections for children under the age of 13 and to extend protections to teenagers under the age of 17;
  • A cost estimate for H.R. 3492, the Protect Children’s Innocence Act, which would create new criminal penalties for providing certain surgeries and drug treatments to minors that assist with them in transitioning genders (sometimes referred to as gender-affirming care); and
  • A cost estimate for H.R. 3380, the TAILOR Act of 2025, which would require federal financial regulatory agencies to limit the burden of financial regulations by tailoring regulatory actions to the relevant institutions on the basis of their risk profiles and business models.

Notably, CBO continued to bolster its efforts to be transparent about its methods and data. As part of those efforts, the agency posted on its website a blog post announcing its plan to publish additional computer code on its GitHub page that offers a closer look at the modeling underlying its analyses. CBO also released presentations that were given by the agency’s staff, as well as updated models and code. This past quarter, the agency posted 16 new code repositories, including one for projecting the budgetary effects of tariffs, one for calculating discount factors from CBO’s forecasts of Treasury yields, one for modeling the effects of changes in permitting requirements on private investment, and one for analyzing state-level quarterly unemployment rates and their implications for Unemployment Insurance Extended Benefits eligibility. The agency also updated 3 repositories, including one for generating inflation factors that are used in its health insurance simulation model.

A number of products provided an analysis of or information about the nation’s budgetary and economic situation:

  • CBO’s annual report presenting the budget and economic outlook, along with a companion slide deck highlighting key findings about the outlook for the economy, press briefing slides, and the Director’s statement and testimony before the Senate;
  • Testimony before the Senate on CBO’s projections of Social Security’s finances;
  • A blog post responding to questions from Members of Congress about how budgetary and economic outcomes might differ from CBO’s February 2026 projections;
  • A blog post providing an update about CBO’s projections of the budgetary effects of tariffs;
  • A blog post providing CBO’s updated projections of the Hospital Insurance Trust Fund’s finances;
  • An easy-to-use modeling tool that allows users to calculate the approximate debt service costs (or savings) associated with changes in federal revenues and outlays;
  • An infographic presenting the federal budget in the prior fiscal year and companion infographics depicting mandatory spending, discretionary spending, and revenues;
  • A short report summarizing legislation enacted in the first session of the 119th Congress that affects mandatory spending or revenues;
  • The data for CBO’s long-term budget outlook;
  • A slide deck examining the distribution of household income, means-tested transfers, and federal taxes in 2022 and the associated trends since 1979;
  • A short report detailing CBO’s current view of the economy from 2026 to 2028;
  • A recurring short report identifying expired and expiring authorizations of appropriations; and
  • A recurring report describing the agency’s current estimates of the cost of federal credit programs.

In addition, each month since the previous edition of the agency’s Work in Progress, CBO has issued its Monthly Budget Review of federal spending and revenues for the preceding month and the fiscal year to date. The agency also published testimony before the House regarding its upcoming appropriation request for fiscal year 2027, with Senate testimony forthcoming.

Two recurring reports provided information about the agency’s baseline projections:

  • A report examining the accuracy of the agency’s budget projections for fiscal year 2025 and
  • A report detailing CBO’s long-term demographic projections.

Other products explained analytical methods that CBO uses in its work, supplied background information about that work, or provided Congress with analyses of policy issues:

  • A working paper presenting an analysis of the effects of carbon import tariffs and export rebates (implemented along with a carbon tax) on sectoral output, trade, and carbon dioxide emissions;
  • A working paper explaining CBO’s approach to estimating the budgetary cost of U.S. commitments to the International Monetary Fund;
  • A working paper explaining key methods CBO used to estimate the 2025 reconciliation act’s (Public Law 119-21’s) macroeconomic effects, with a focus on new approaches developed for the analysis;
  • A slide deck describing an analytical approach CBO developed to estimate how changes to permitting requirements would affect private investment and, therefore, the capital stock that contributes to economic output;
  • A report describing potential policy approaches to address the opioid crisis; and
  • A slide deck detailing how health insurance spending has been measured in CBO’s analyses of the distribution of household income and the impact of alternative measures.

CBO also responded to questions and requests for information from Members of Congress:

  • Answers to questions for the record following a hearing on oversight of CBO,
  • A letter estimating the costs associated with federal deployments of National Guard personnel to U.S. cities, and
  • A letter estimating the costs of using the name “Department of War.”

Work in Progress

As of March 31, 2026, CBO was preparing 282 cost estimates, nearly all of which are for legislation that has been approved by a committee (see Table 2). The agency was also working on 28 analytical products that it expects to complete in the coming months.

Six recurring reports were in progress as of March 31:

  • Monthly Budget Review: March 2026 (to be released April 8),
  • Transparency at CBO: Plans for 2026 and a Review of 2025 (to be released April 13),
  • How Changes in Economic Conditions Might Affect the Federal Budget: 2026 to 2036 (to be released April 21),
  • Expired and Expiring Authorizations of Appropriations: 2026 Final Report (to be released July 2026),
  • CBO’s 2026 Long-Term Projections for Social Security (to be released September 2026), and
  • Options for Reducing the Deficit: 2027 to 2036 (to be released December 2026).

Four products requested by Members of Congress were in progress as of March 31:

  • A visual report analyzing trends in the distribution of rebates paid by pharmaceutical manufacturers in Medicare’s Part D program,
  • A report assessing the current and potential future role of geothermal energy in the United States,
  • A slide deck analyzing the cost of implementing the Department of Defense’s 2026 budget request, and
  • A report describing health insurance coverage by small businesses and options for them to offer coverage.

Other in-progress products will explain analytical methods that CBO uses in its work, provide background information about that work, or provide Congress with analyses of policy issues:

  • An easy-to-use modeling tool demonstrating CBO’s methods for projecting discretionary spending;
  • An easy-to-use modeling tool illustrating the effects of changes in economic conditions on the federal budget;
  • A visual report illustrating the makeup of military compensation for 2026;
  • A visual report outlining how the federal government subsidizes health insurance, the total cost of those subsidies, and the factors driving projected growth in the cost of subsidies over the next decade;
  • A report analyzing the Treasury’s assistance to the airline industry during the COVID-19 pandemic, including the terms and conditions of the programs and their economic and budgetary effects;
  • A report analyzing the Federal Reserve’s role in stabilizing financial markets during crises, focusing on its activities during the pandemic;
  • A report and a companion slide deck discussing the federal government’s financial commitments through its credit and insurance programs;
  • A report assessing the quality of CBO’s baseline projections of revenues from 1982 to 2024;
  • A report describing the taxation of Social Security benefits and CBO’s projections of related revenues;
  • A report presenting the components of federal excise tax receipts and CBO’s approaches for projecting revenues from those components;
