H.R. 7633 would require the national flag of the United States to be displayed on U.S. foreign assistance and would prohibit the use of the name or likeness of any government official on that assistance. It would grant the department flexibility to add other symbols or brands or to omit the U.S. flag for national security reasons. H.R. 7633 also would require the Secretary of State to issue regulations to implement the bill.
The State Department’s current policy requires programs and assistance aimed at foreign audiences to be marked with the U.S. flag and is flexible in similar ways. Thus, CBO estimates that H.R. 7633 would not significantly affect branding of U.S. foreign assistance and that implementing the bill would cost less than $500,000 over the 2026-2031 period. Any spending would be subject to the availability of appropriated funds.
