Eric J. Labs, CBO's Senior Analyst for Naval Forces and Weapons, testifies at a joint hearing before the House Subcommittees on Seapower and Projection Forces and on Coast Guard and Maritime Transportation.
This testimony is largely based on the Congressional Budget Office's analysis of the Navy's 2025 shipbuilding plan and of the Coast Guard's major cutter programs. The Trump Administration did not release a 2026 shipbuilding plan for the Navy, and the 2027 shipbuilding plan, sometimes called the Golden Fleet plan, is still forthcoming.
