S. 1860 would direct the Forest Service to convey approximately 24 acres of the Dixie National Forest in Utah, without consideration, to Brian Head Town, Utah. The conveyance would be conditioned on the development and expansion of public safety and recreational infrastructure. The land would revert to federal ownership if those conditions are not met.
By conveying the land, the bill would reduce receipts from the fees charged for land use permits. According to the Forest Service, the land generates receipts of about $1,000 annually from such permits. Those receipts are recorded in the budget as reductions in direct spending and are available to spend without further appropriation. On that basis, CBO estimates that enacting the bill would have a negligible effect on net direct spending over the 2026-2036 period.
In addition, the Forest Service would cover the costs associated with the land conveyance. Using information from the agency, CBO estimates that those costs would total about $70,000 over the 2026-2031 period. Any related spending would be subject to the availability of appropriated funds.
