H.R. 7396 would codify the mission and authorities of the existing Office of Native American Affairs within the Small Business Administration (SBA). That authority would terminate seven years after the bill’s enactment. The bill also would require the agency to report annually to the Congress over that period on the scale and effectiveness of the office’s outreach and assistance in tribal communities.
Because the SBA already collects and compiles information for that purpose, CBO estimates that implementing H.R. 7396 would cost less than $500,000 over the 2026-2031 period. Any related spending would be subject to the availability of appropriated funds.
The CBO staff contact for this estimate is Sean Christensen. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.
