H.R 3474 would require federal agencies to include information on mechanical system insulation in their annual reports to the Department of Energy (DOE) on efforts to reduce energy and water use in federal buildings. Under current law, agencies are generally authorized to implement the strategies identified in those reports.
According to DOE, agencies typically consider mechanical insulation when preparing those reports under current law. On that basis, CBO expects the bill would not significantly affect the amount of insulation installed in federal buildings. As a result, CBO estimates that implementing the bill would cost less than $500,000 over the 2026–2031 period. Any related spending would be subject to the availability of appropriated funds.
