H.R. 6481 would direct the General Services Administration (GSA) and the Federal Protective Service (a federal law enforcement agency within the Department of Homeland Security that protects federal buildings) to establish guidance on emergency communication protocols for public buildings within one year of enactment. The bill also would require GSA to report to the Congress, within 18 months of enactment, on those protocols.
Using information from GSA, CBO estimates that implementing the bill would cost less than $500,000 over the 2026-2031 period. Any related spending would be subject to the availability of appropriated funds.
