S. 2235 would authorize the appropriation of $100 million for each of fiscal years 2026 through 2029 for the Environmental Protection Agency to provide grants and rebates to state, local, and tribal governments for programs that reduce emissions from diesel engines. In 2025, $90 million was appropriated for those purposes.
Assuming appropriation of the specified amounts and using historical spending patterns for those activities, CBO estimates that implementing the bill would cost $390 million over the 2026-2030 period and $10 million after 2030. The costs of the legislation, detailed in Table 1, fall within budget function 300 (natural resources and environment).
