H.R. 7036 would require the Assistant Secretary of State for Global Public Affairs to ask the Office of Opinion Research within the Department of State’s Bureau of Intelligence and Research to conduct public opinion surveys to inform the media strategy of the Bureau of Global Public Affairs. The Office of Opinion Research conducts public opinion polls and provides support to other offices within the Department of State. CBO estimates that any incremental costs to implement H.R. 7036 would total less than $500,000 over the 2026-2030 period. Any spending would be subject to the availability of appropriations.
