H.R. 4368 would authorize the Secretary of State to carry out for two years the Caribbean Basin Security Initiative, a regional foreign assistance program. The purposes of the initiative would be to:
Promote citizen safety, security, and the rule of law in the Caribbean;
Reduce trafficking in narcotics, weapons, bulk cash, and other contraband in the region;
Strengthen the ability of beneficiary countries to prepare for and respond to natural disasters;
Reduce corruption and the malign influence of authoritarian regimes; and
Raise public awareness about the benefits of United States assistance programs.
For purposes of this estimate, CBO assumes that H.R. 4368 will be enacted near the start of fiscal year 2027. The Consolidated Appropriations Act, 2026, provided $90 million for the initiative in 2026. CBO anticipates that similar appropriations would be necessary over the next two years. After adjusting for inflation, CBO estimates that implementing the bill would cost a total of $94 million over the 2026-2030 period and $86 million after 2030 (including some amounts that CBO anticipates will be spent after 2035). Such spending would be subject to appropriation of the estimated amounts.
In addition, H.R. 4368 would direct the Administration to implement a Government Accountability Office recommendation to establish measures related to firearms trafficking and to report annually to the Congress on the implementation of the Caribbean Basin Security Initiative. Using information about similar requirements, CBO estimates that developing those measures and providing the required reports would cost less than $500,000 over the 2026-2030 period. Any spending would be subject to the availability of appropriated funds.
The costs of the legislation, detailed in Table 1, fall within budget function 150 (international affairs).
