H.R. 6275 would require the Secretaries of Commerce and State, in consultation with the heads of other relevant federal agencies, to report to the Congress annually for four years on the capabilities of the People’s Republic of China (PRC) in advanced artificial intelligence (AI). The report would assess the state of technological advancement in the PRC, the extent to which the PRC has developed domestic capability to produce technologies that are subject to U.S. export controls, and the alignment of AI policy objectives between the United States and the PRC. On the basis of information about the cost of similar reporting requirements, CBO estimates that implementing the bill would cost less than $500,000 annually and total $1 million over the 2026-2030 period. Spending would be subject to the availability of appropriated funds.
