H.R. 4532 would require the Secretary of State to submit to the Congress the following three reports:
A report providing a strategy to strengthen cooperation between subnational governments, civic organizations, and businesses in the United States and Mexico to curb the trafficking of fentanyl and synthetic opioids;
A subsequent report on implementation of that strategy; and
A report on opportunities to expand financial access to the member countries of the Caribbean Community.
On the basis of information about the costs of similar reporting requirements, CBO estimates that implementing H.R. 4532 would cost less than $500,000 over the 2026-2030 period. Any spending would be subject to the availability of appropriations.
