H.R. 3307 would direct the Department of State to prioritize the Eastern Mediterranean region in United States foreign policy, particularly in energy security and defense cooperation. The bill would require the department to report annually to the Congress on the implementation of the act and on multilateral initiatives between the United States and countries in the India-Middle East-Europe Economic Corridor. Additionally, the bill would require the Departments of State and Homeland Security to conduct a study about insights gained from the operation of the Cyprus Centre for Land, Open Seas, and Port Security. Finally, the bill would require the Departments of State and Energy to report on opportunities for creating bilateral programs with Eastern Mediterranean countries that are modeled on bilateral programs between the United States and Israel, and on expanding those United States-Israeli bilateral programs.
On the basis of information about the costs of similar studies and reports, CBO estimates that implementing H.R. 3307 would cost less than $500,000 annually and total $1 million over the 2026-2030 period. Such spending would be subject to the availability of appropriated funds.
