OPM has collected information on the use of official time sporadically since 2002, most recently for 2019 and 2024. CBO expects that information currently collected would be combined with other aggregate and estimated information to prepare the annual reports for the Congress. Accordingly, CBO estimates that any additional costs would be less than $500,000 annually. Any related spending would be subject to the availability of appropriated funds.
Enacting the bill could affect direct spending by some agencies that are allowed to use fees, receipts from the sale of goods, and other collections to cover operating costs. CBO estimates that any net changes in direct spending by those agencies would be negligible because most of them can adjust amounts collected to reflect changes in operating costs.
