H.R. 4593 would amend the Energy Policy and Conservation Act to adopt the American Society of Mechanical Engineers’ industry-standard definition of “showerhead” for federal water and energy efficiency regulations. The bill would require the Department of Energy to update its regulations involving showerheads to reflect the new definition within 180 days of enactment.

Based on information about the cost of similar regulatory updates, CBO estimates that implementing H.R. 4593 would cost less than $500,000 in 2026.Any related spending would be subject to the availability of appropriated funds.
