H.R. 5021 would require the Department of State to submit to the Congress a five-year strategy on sports diplomacy within 120 days of enactment. A second strategy would be required five years later. The bill would require the department to provide information on the implementation of the strategies every 180 days and to provide an implementation report annually.
The bill also would require the department to increase staffing at its sports diplomacy division in the Bureau of Educational and Cultural Affairs by three full-time employees. That office would be responsible for implementing the five-year strategies.
On the basis of information about the salaries and benefits for Department of State employees and the costs of similar reports, CBO estimates that implementing H.R. 5021 would cost $1 million annually and total $5 million over the 2026-2030 period. Such spending would be subject to the availability of appropriated funds.
