H.R. 3302 would reauthorize the appropriation of $145 million annually from 2026 through 2030 for the Healthy Start program, which provides grants to areas with high rates of infant mortality and other adverse perinatal outcomes. In 2025, $145 million was provided for those purposes.
Based on historical spending patterns for those activities and assuming appropriation of authorized amounts, CBO estimates that implementing H.R. 3302 would cost $557 million over the 2026-2030 period and $153 million after 2030.
The costs of the legislation, detailed in Table 1, fall within budget function 550 (health).
