In this letter, CBO discusses the effects of enacting section 1564 of S. 2296, as passed by the Senate.
In CBO’s assessment, DoD has exercised its broad authority under current law to safeguard national defense and national security interests concerning its use of spectrum. Because CBO expects DoD to continue to do so, we expect that enacting section 1564 would increase the deficit by an insignificant amount.
