S. 3022 would authorize the appropriation of $85 million annually from 2026 through 2030 for four grant programs administered by the Environmental Protection Agency (EPA). The act would authorize $55 million per year for grants related to infrastructure for post-consumer materials management and $10 million per year for grants for each of the other three programs related to drinking water infrastructure, wastewater infrastructure, and trash-free waters. In 2025, EPA received $60 million in appropriations for post-consumer materials management infrastructure grants: $55 million that was provided in the Infrastructure Investment and Jobs Act (P.L. 117-58) and $5 million that was provided in the Full-Year Continuing Appropriations and Extensions Act, 2025 (P.L. 119-4).
Based on historical spending patterns, CBO estimates that implementing the legislation would cost $281 million over the 2026-2030 period and $144 million after 2030, assuming appropriation of the specified amounts.
The costs of the legislation, detailed in Table 1, fall within budget function 300 (natural resources and environment).
