S. 2960 would direct the Coordinator for Sanctions at the Department of State, the Director of the Office of Foreign Assets Control at the Department of Treasury, the Director of National Intelligence, and other officials to establish a task force to identify entities on whom the United States could impose sanctions if the People’s Republic of China attempted to take physical or political control of Taiwan. The bill would require the task force to brief the Congress within 180 days of being established and to report to the Congress annually about entities that the task force identified, new legal authorities required to impose sanctions on such entities, and other matters.
On the basis of information about the costs of similar reports and diplomatic efforts to influence the actions of other nations, CBO estimates that implementing S. 2960 would cost less than $500,000 annually and total $1 million over the 2026-2030 period. Any spending would be subject to the availability of appropriated funds.
