S. 2424 would require the Director of National Intelligence to report to the Congress annually for four years on arm sales facilitated by entities in the People’s Republic of China. The report would detail the technical capabilities of the weapons systems being sold, the countries and non-state actors most likely to purchase them, and whether such arms sales violated United Nations Security Council resolutions. The bill also would direct the Department of State to develop and report to the Congress a strategy to dissuade purchases of weapons systems and military equipment originating from the People’s Republic of China.
On the basis of information about the costs of similar reports, CBO estimates that implementing S. 2424 would cost less than $500,000 over the 2026-2030 period. Any spending would be subject to the availability of appropriated funds.
