S. 1000 would establish an Ambassador-at-Large for Arctic Affairs, who would be appointed with the advice and consent of the Senate, to coordinate the federal government’s diplomatic activities regarding the Arctic region. Additionally, the bill would require the Department of State to report annually to the Congress on Russian and Chinese malign influence in the Arctic region and on the tools available to the United States to counter that influence.
On the basis of information about the salaries of senior foreign service officials and the costs of similar reports, CBO estimates that implementing S. 1000 would cost less than $500,000 annually and total $1 million over the 2026-2030 period. Such spending would be subject to the availability of appropriated funds.
