H.R. 3187 would direct the Forest Service to convey a federal office building and about one acre of surrounding federal land in Perry County, Arkansas, to the county, without consideration and subject to valid existing rights, if the county requests the property. Under the bill, the county would be required to pay all costs associated with a conveyance and the property would need to be used for educational and youth development services. The affected property currently is not in use.
Because the property does not generate any receipts for the federal government and any costs associated with conveying it would be paid by the county, CBO estimates that enacting the bill would not affect the federal budget.
