H.R. 5242, a bill to repeal the Second Chance Amendment Act of 2022 and the Incarceration Reduction Amendment of 2016

H.R. 5242 would repeal two laws that reduced criminal penalties for youth offenders in the District of Columbia. Because the bill would affect only the District of Columbia, CBO estimates that enacting the bill would have no cost to the federal government.
