Table 1 compiles the Congressional Budget Office’s estimates of discretionary spending for fiscal year 2026 under division A. For agencies covered by 9 of the 12 annual appropriations acts, division A would extend, through January 30, 2026, appropriations and authorities contained in the Full-Year Continuing Appropriations Act, 2025 (Public Law 119-4), which provided discretionary funding for fiscal year 2025.
Table 2 summarizes the CBO’s estimates of discretionary spending under divisions B through D, which would provide full year appropriations and authorities for fiscal year 2026 for agencies covered by 3 of the 12 annual appropriation acts.
Table 3 provides CBO’s estimates of the budgetary effects for divisions E through G which would extend various provisions and authorities. In keeping with division H section 101, Budgetary Effects, and at the direction of the House and Senate Committees on the Budget, those divisions are considered authorizing legislation rather than appropriation legislation.
