S. 509 would require the Department of State to provide certain benefits to U.S. nationals who are wrongfully detained overseas and to their family members or representatives. On the basis of information from the Office of the Special Presidential Envoy for Hostage Affairs (SPEHA), CBO estimates that implementing the bill would cost $4 million over the 2023-2028 period. Such spending would be subject to the appropriation of the estimated amounts. CBO expects that the department would begin implementing the bill in 2023 but that most costs would be incurred in 2024 and later years.
