H.J. Res. 42 would disapprove the District of Columbia Council’s enactment of the Comprehensive Policing and Justice Reform Amendment Act of 2022 (D.C. Act 24-781). That act made permanent changes to the District of Columbia’s police procedures that had been instituted on an emergency basis in 2020. Because the resolution would not affect the federal budget, CBO estimates that implementing H.J. Res. 42 would have no cost to the federal government.
