H.R. 1157 would authorize the appropriation of $325 million each year over the 2023-2027 period to counter China’s influence globally. Public Law 117-328, the Consolidated Appropriations Act for fiscal year 2023, appropriated the same amount in 2023. Assuming appropriation of the specified amounts for the 2024-2027 period, CBO estimates that implementing the bill would cost a total of $720 million over the 2024-2028 period. The remaining amounts would be spent in later years.
