S. 619 would require the Director of National Intelligence, within 90 days of the bill’s enactment, to declassify and report to the Congress all information on the potential links between the Wuhan Institute of Virology and the origin of COVID-19. CBO estimates that satisfying the bill’s requirements would cost less than $500,000 over the 2023-2028 period. Such spending would be subject to the availability of appropriated funds.
