The Navy’s shipbuilding plan for fiscal year 2023 presents three alternatives that would reduce the number of large and midsize amphibious warfare ships and build a force of light amphibious ships. CBO compares those alternatives with an illustrative program that would maintain 31 large and midsize amphibious ships—the number the Congress mandates in the 2023 National Defense Authorization Act.
