S. 3450 would authorize the Bureau of Reclamation (BOR) to develop hydropower generation facilities through a lease with a private entity in Montana’s Sun River project. Under that agreement, private entities would pay BOR fees based on the amount of energy produced by the project; those fees could be spent or applied to outstanding obligations for the project. CBO estimates that enacting the bill would, on net, increase offsetting receipts (or decrease direct spending) by less than $500,000 over the 2023-2032 period. CBO estimates that implementing the bill would not affect discretionary spending. Enacting the bill would not affect revenues. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
