S. 3141 would authorize the Department of the Interior to establish the New Philadelphia National Historical Park consisting of about 124 acres in Illinois. The department could acquire the land through donation, purchase with donated or appropriated funds, or a land exchange. CBO estimates that enacting S. 3141 would not affect direct spending or revenues. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
