S. 3046 would authorize the Forest Service and the Bureau of Land Management to enter into agreements with private entities for environmental analyses of conservation and preservation projects proposed on federal land. Private entities would fund those environmental analyses; amounts collected under the bill would be available for spending without further appropriation. CBO estimates that enacting S. 3046 would have an insignificant effect on net direct spending and no effect on revenues over the 2023-2032 period. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
