S. 2693 would authorize the appropriation of an additional $240 million for a Bureau of Reclamation program to improve air and water quality, fish and wildlife habitat, and recreational opportunities in the area surrounding the Salton Sea. The bill also would extend the deadline for completing work under a pilot program to mitigate the effects of the drought in the Colorado River basin. CBO estimates that enacting S. 2693 would not affect direct spending or revenues. The legislation would authorize activities that would not necessarily be covered by the authorized appropriations; thus, CBO has not estimated the full discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
