S. 2561 would amend current law to exempt the Forest Service and Bureau of Land Management from requirements to reopen approved land management plans for consultation if a new endangered species or critical habitat is identified in a plan’s area. CBO estimates that enacting S. 2561 would not affect direct spending or revenues. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
