S. 557 would require the Department of the Interior to establish a five-year pilot program to prioritize the use of native plants within geographically diverse units of the National Park System and the Bureau of Land Management. CBO estimates that enacting S. 557 would not affect direct spending or revenues. CBO has not estimated the discretionary costs of implementing the bill. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act.
